Plise Development & Construction, LLC broke ground on City Crossing, a $2 billion, 126-acre mixed-use project in Henderson, Nev. When completed, the project will feature 1 million sq. ft. of retail and restaurants, 1 million sq. ft. of class-A office space, 2,500 luxury residential units and two boutique hotels.

Five Star Development Group will build a $150 million, 2.1-million-sq.-ft. mixed-use campus in El Paso, Texas. The LEED-certified project will be completed in the second quarter of 2008.

The California Council of the American Institute of Architects elected Jeffrey T. Gill as president. Gill serves as vice president and director of western regional business development with MCG Architecture. He has 25 years of experience in architecture.

MCG Architecture will design Kiley Ranch Marketplace, a 550,000-sq.-ft. retail center in Sparks, Nev.

Macerich Company opened the first phase of the Promenade at Casa Grande, a 500,000-sq.-ft. development in Pinal County, Ariz. When completed, the open-air center will contain more than 1 million sq. ft. of space.

Chelsea Property Group, a division of Simon Property Group, Inc., opened Philadelphia Premium Outlets, a 425,000-sq.-ft. shopping center in Limerick, Pa.

Urban Retail Properties, LLC appointed Jonathan Bauman as president of its development group. Prior to joining Urban, Bauman served as president of Contrende Company, Inc., a real estate development company he owned.

KTGY Group, Inc. designed Market Lofts at 9th and Flower, a $70 million mixed-use project in downtown Los Angeles.

Simon Property Group, Inc. opened Palms Crossing, a 396,000-sq.-ft. community center in McAllen, Texas.

Hubert Construction appointed J.J. McCarthy as CEO. Previously, McCarthy served as president of the firm.

Retail Brokers, Inc. appointed Neil Wachsberger as president of its Arizona office. Previously, Wachsberger served as vice president and designated broker with the company's California office.

Glimcher Ventures Southwest, LLC will develop Baseline Marketplace, a $100 million, 52-acre mixed-use project in Mesa, Ariz. Construction will begin in the spring of 2008, with the opening scheduled for 2009.

Newton Oldacre McDonald hired Perry Wickens to head its western region division. Prior to joining Newton Oldacre McDonald, Wickens served as director of real estate for CVS Pharmacy.

Urban Retail Properties, LLC appointed Craig Delasin as executive vice president and director of new business development. Prior to joining Urban, Delasin worked for such firms as Hospitality International Group, LLC, KLM Ventures and the Pyramid Group.

Simon Property Group Inc. opened a 100,000-sq.-ft. lifestyle center expansion at the Northgate Mall in Seattle. Callison designed the addition.
