Commercial Investment Real Estate Institute Allen M. Feltman, CCIM, has been elected the 1999 president of this national organization. Feltman is owner/broker of Plano, Texas-based Allen M. Feltman Real Estate. Also elected was president-elect W. Duncan Patterson Jr., CCIM, of Greenville, Del.-based Patterson Woods & Associates, and first vice president Darbin T. Skeans, CCIM, of Allentown, Pa.-based Imperial Realty.

CarrAmerica John J. Donovan Jr. has been promoted to president of this Washington, D.C.-based commercial real estate firm. Prior to his promotion, Donovan served as senior vice president. Also promoted to CFO, was Richard F. Katchuk, who succeeds Brian K. Fields who left the company to pursue other interests, and Steven N. Bralower to executive vice president.

LaSalle Partners Inc. A new president and CEO, Robert F. Welanetz, has been appointed to this Chicago-based real estate company's Retail Group. He is a 20-year veteran of the retail property industry. Welanetz will be responsible for LaSalle's 36 million sq. ft. retail portfolio from its Atlanta office. Previously, Welanetz was chief executive and executive vice president of Lend Lease Retail, which was acquired by LaSalle.

Heller Financial Inc. Deborah Riley has been named executive vice president and national originations manager. Riley will be responsible for this Chicago-based company's small business lending operation. Also appointed was Cheri Grossman as senior vice president and product manager for the real estate small loan program. Her duties include responsibility for national originations of fixed rate loans under $2 million for investment real estate.

Brandywine Realty Trust Jeffrey F. Rogatz has been named senior vice president and CFO of this Newtown Square, Pa.-based real estate company, following the resignation of Mark Kripke who will be returning to private practice. Rogatz has more than 11 years of investment banking experience and most recently served as managing director in the Corporate Finance Group of Legg Mason Wood Walker Inc.

GE Capital Investment Advisors This San Francisco, Calif.-based real estate investment advisory firm, has named Kathleen B. Carey, president. Carey has more than 15 years of real estate experience and will manage GECIA's day-to-day operations, oversee client relationships and help direct the strategic management of the firm. Previously, she was with Lehman Bros.

The Breeden Co. This Virginia Beach, Va.-based real estate builder/developer has promoted Mary C. Tanner to CFO of their affiliate, Lynnhaven Homes Inc. Tanner has been with Breeden for 12 years and most recently held the position of controller, which she will continue in addition to responsibility for all financial aspects of Lynnhaven Homes Inc.

Walter & Samuels Inc. Elena Zweifach has been named president of this New York City-based real estate firm. She succeeds David I. Berley, who is the new chairman. Zweifach started with the company 22 years ago as a secretary. Her duties will include the day-to-day operations of the company.

Armada/Hoffler Holding Co. Lou Haddad has been promoted to president/CEO of this Chesapeake, Va.-based real estate company. He will be responsible for the company's construction, development and asset management divisions and overall direction of the company. Previously, Haddad served as president.

AMB Property Corp. W. Blake Baird has been named managing director and CIO of this San Francisco-based real estate firm. His duties will include supervising capital raising and deployment, mergers and acquisitions and strategic initiatives. Prior to joining AMB, Baird was a managing director at Morgan Stanley Dean Witter.

W.P. Carey & Co. Inc. This New York City-based corporate real estate financing company has elected Nathaniel S. Coolidge to the firm's Investment Committee and board of directors. Previously, he served as senior vice president. Coolidge is the head of the bond and corporate finance department of the John Hancock Mutual Life Insurance Co. WMF Group Ltd.

The WMF/Huntoon, Paige Associates Ltd., announced that James Clouser has been named CEO of this Vienna, Va-based commercial mortgage financial service company. He has served as WMF's president for 20 years.

The St. Joe Co. Linda Burger has been promoted to executive vice president of marketing and communication for Clearwater, Fla.-based Prudential Florida Realty, a unit of the St. Joe Co. Her new responsibilities will include public and corporate relations as well as marketing and communications activities for all the company's offices and regions. She will continue to oversee the international division and special events. Burger joined the firm in 1981.

Ramsey-Shilling Co. A verteran of more than 12 years of corporate management, Michael W. Nessen has been named president and CEO of this Los Angeles-based real estate brokerage firm. He will succeed Ralph Mitzenmacher who is pursuing other opportunities. Previously, he was general manager at Glendale, Calif.-based Hutchinson and Bloodgood Consulting Group.

CBL & Associates Properties Inc. This Chattanooga, Tenn.-based real estate investment trust has promoted John N. Foy to vice chairman of the board and treasurer. Foy previously held the position of executive vice president-finance and will retain his current position as director and CFO. Also, promoted was Stephen D. Lebovitz to president. Previously, he held the title of executive vice president-development and acquisitions. He will retain his position as director and will be involved in development and acquisitons, as well as investor relations and captial markets.
