Starwood Investments, LP and Hermansen Land Development, Inc. plan to build the first phase of the Shops at Starwood in Frisco, Texas. The 80,000-square-foot mixed-use center will include restaurants, retail and office space to open by March of next year.

James Boyle was hired as the new general manager for the new Pier at Caesars in Atlantic City, N.J. Scheduled to open in 2006, the center will feature 320,000 square feet of high-end retail. It is being built by the Gordon Group Holdings LLC in partnership with Taubman Centers.

Commercial real estate brokerage firm Sperry Van Ness hired Matthew Leighton as a senior advisor for its Michigan office. Leighton formerly owned Leighton Real Estate, a full-service brokerage company.

Real estate investment firm Woolbright Development named Eileen Cardelle to its leasing team. She will be responsible for leasing properties in South Florida. She formerly handled leasing and marketing of Florida shopping centers at Courtelis Company.

Bayer Properties Inc. hired Libby Lassiter as its new executive vice president for retail development. She will oversee leasing, design, construction and site selection for the company's mixed-use projects. She was formerly a senior vice president for retail development at General Growth Properties Inc.

Commercial real estate brokerage firm Eason, Graham & Sandner, Inc. hired Jack Glasgow to work on the company's tenant representation team.

New Plan Excel Realty Trust, Inc. has reopened the Hillcrest Shopping Center in Spartanburg, S.C., with four new anchor tenants; Office Depot, Panera Bread, PETCO and Ross Dress for Less. The new anchors occupy a former Kmart building in a $4.5 million renovation.

Carl M. Freeman Companies of Olney, Md., named Robert Boras for the newly created role of senior vice president of real estate acquisition and development.

Dunkin' Brands, Inc., parent company of Dunkin' Donuts, Baskin-Robbins and Togo's, has hired John Dawson as chief development officer. He will direct the company's growth strategy, which is to double in the next five years. Dawson was formerly the vice president of worldwide restaurant development at McDonald's Corporation.

Minneapolis-based KKE Architects Inc. hired Kris Irwin as its senior interior designer for the firm's Las Vegas office. She has over 10 years of experience in tenant improvement and interior design.

The Mills Corp. will construct a 248,000-square-foot expansion to the Shops at Riverside in Hackensack, N.J. Scheduled for completion in spring 2007, the expansion will include a new Bloomingdale's Home store and such new tenants as Pottery Barn Kids, Polo Collection, Kenneth Cole and P.F. Chang's.
