Jonathan L. Kempner is President with lead responsibility for general management of NMHC and a member of the Executive Committee of NMHC's Board of Directors. Prior to assuming his present role in 1987, Jonathan was Vice President and General Counsel of Oxford Development Corporation in Bethesda, MD, Assistant Director and General Counsel of the Pennsylvania Avenue Development Corporation in Washington, DC, and Assistant General Counsel of The Charles E. Smith Companies in Arlington, VA. Trained as an attorney, Jonathan practiced law in the Washington, DC office of Fried, Frank, Harris, Shriver & Kampelman immediately following a clerkship for the Honorable David W. Williams, U.S. District Judge for the Central District of California. Jonathan also served as a Special Consultant to the U.S. Department of the Treasury, Office of Capital Markets, and as a Staff Assistant to the Subcommittee on Representation of Citizen Interests of the U.S. Senate Committee on the Judiciary and in the office of U.S. Senator Abraham Ribicoff. He holds a Bachelor of Arts degree from the University of Michigan (high honors and high distinction, Phi Beta Kappa), and a Juris Doctorate degree from Stanford University Law School where he served on the Stanford Law Review. Jonathan presently serves on the editorial boards of 12 real estate publications.
Clarine Nardi Riddle is Senior Vice President for Government Affairs and General Counsel with principal responsibility for planning and implementing strategy for all legislative and regulatory issues of interest to the National Multi Housing Council and National Apartment Association Joint Legislative Program. Prior to her present position, Clarine was a Judge of the Connecticut Superior Court, the state's trial court of general jurisdiction, presiding over cases involving housing matters. She served as Attorney General of the State of Connecticut, where she managed an office of over 175 lawyers and 111 support staff, with an annual caseload of over 20,000 cases in the state and federal courts. The Connecticut Office of the Attorney General provides legal representation for all state agencies, including the departments of housing, environmental protection, revenue services, and elderly services. She has also served as Staff Assistant to U.S. Senator Joseph I. Lieberman and as his Deputy and Counsel when he was Attorney General of Connecticut. In the early 1980s she served as the Deputy Corporation Counsel of the City of New Haven, Connecticut, where, among other duties, she drafted a major reorganization of the City's development administration. Earlier in her legal career, Clarine served as counsel for the House Ways and Means and Senate Finance Committees of the Indiana General Assembly and drafted major codifications of the state's zoning, education, teachers' retirement, and school finance laws. She has received numerous awards and honors and holds a Bachelor of Arts degree in Mathematics, a Juris Doctorate degree from Indiana University-Bloomington, and a Doctor of Humane Letters from Saint Joseph College.
James N. Arbury is Vice President of Tax with principal responsibility for federal tax issues and federal and state telecommunications regulation. A member of the U.S. Senate staff for 13 years, Jim served as Administrative Assistant to U.S. Senator Donald W. Riegle, Jr., former Chairman of the Senate Committee on Banking, Housing, and Urban Affairs and member of the Senate Finance Committee. Jim subsequently served as Senior Policy Advisor to the U.S. Senator with special emphasis on tax issues. Prior to his work on Capitol Hill, he held various financial management positions in private industry with Ernst & Young, Chrysler Corporation, Accuray Corp., Brand-Rex Wire & Cable, and Ensign-Bickford Company. He has a Bachelor of Arts degree from Michigan State University, a Master of Business Administration degree from the Harvard Graduate School of Business Administration, and is a Certified Public Accountant.
Kimberly D. Duty is Vice President of Communications with lead responsibility for media relations, and planning and implementing communications strategies, publications and Internet services. Prior to joining NMHC, Kim served as Assistant Director of the National Association of Home Builders' Multifamily Council where she managed the Council's legislative and regulatory issues and directed the group's communications and public relations program. Before her tenure at NAHB, Kim served as Director of Membership for a local chamber of commerce, and she spent 18 months in Berlin, Germany at the Berlin Public Affairs Office. She holds a Bachelor of Arts degree (Phi Beta Kappa) from The College of William and Mary and a Masters degree in Public Policy from Georgetown University.
John (Jack) L. Goodman, Jr., Ph.D., is Vice President of Research and Chief Economist with principal responsibility for housing and economic research. Jack was formerly Senior Economist at the Federal Reserve Board, where he also headed the Mortgage and Consumer Finance group. Prior to joining the Fed, Jack was a senior researcher at the Urban Institute and a member of the economics faculty at the University of Virginia. He has served as an officer or board member of leading national professional associations and currently is a member of the Advisory Board of the Real Estate Research Institute and the Planning Commission of Arlington County, Virginia. He has consulted overseas for the World Bank and USAID. Jack's research on housing and mortgage markets and urban population change has appeared in leading professional publications and he is a member of the editorial boards of several journals. He holds a Bachelor of Arts degree (cum laude, Phi Beta Kappa) from Miami (of Ohio) University and a Ph.D. in Economics and Demography from the University of Michigan. Jack's father was a developer, owner, and manager of apartments in Evanston, Illinois.
James (Jay) Harris is Vice President of Property Management with principal responsibility for fair housing, bankruptcy, credit reporting, debt collection, and other property management issues. Prior to joining NMHC, Jay was the Director of the National Association of Home Builders' (NAHB) Housing Credit Group. Before his tenure at NAHB, Jay served as a Legislative and Regulatory Representative for America's Community Bankers (ACB), during which time he also served as the Director of ACB's political action committee. A member of the Virginia State Bar, Jay holds a Bachelor of Arts degree from The Johns Hopkins University and a Juris Doctorate degree from George Mason University School of Law. Mr. Harris is Contributing Editor for Apartment Finance Today.
Eileen C. Lee, Ph.D., is Vice President of Environment with principal responsibility for environmental issues. Before joining the Council, Eileen was affiliated with Royer & Babyak where she provided legislative consulting services to industrial clients in the areas of health and environment. During her eight-year tenure working with Congress, Eileen served as Staff Director of the Environment Subcommittee of the Committee on Science, Space, and Technology of the U.S. House of Representatives. This Subcommittee had legislative and oversight authority for the research and development portfolios of the U.S. Environmental Protection Agency, the U.S. Department of Energy and the U.S. Department of Commerce. Eileen came to Capitol Hill as a Congressional Science Fellow after completing her fellowship in vaccine development for the National Research Council. She holds a Bachelor of Science and Masters of Science degrees from Villanova University and received her Ph.D. in microbiology from The Catholic University of America.
Stephen E. Lefkovits is Vice President of Housing and Finance with principal responsibility for multifamily housing, finance and technology issues. Before joining the Joint Legislative Staff, he was Vice President of the State of New York Mortgage Agency Mortgage Insurance Fund, focusing on risk management of both the multifamily and single family portfolios of insured mortgages. Prior to that, Steve served as Vice President and Special Assistant to the President of the New York State Housing Finance Agency/State of New York Mortgage Agency, the affordable housing financing conduits of the State of New York. He was also an Associate at the Prudential Securities Public Finance Department where he specialized in the financing of private prisons. Prior to graduate school, he worked as an international photojournalist for USA Today. He holds a Masters degree in Public Affairs from the Woodrow Wilson School of Public and International Affairs at Princeton University and a Bachelor of Arts degree in Economics from Yale University.
Ronald G. Nickson is Vice President of Building Codes with principal responsibility for representing multifamily housing in the model building code process. For over 20 years, Ron has worked extensively with each of the model building code organizations. He has served on several technical standards writing committees and the Virginia State Technical Review Board. Previously, Ron was Director of the Energy and Home Environment Department at the National Association of Home Builders and was a residential builder in Northern Virginia. Ron has a Bachelor of Science degree from Colorado State University.
David S. Schless is Vice President of Seniors Housing with principal responsibility for legislative and regulatory efforts in areas of importance to the seniors housing industry. He also serves as Executive Director of the American Seniors Housing Association (ASHA) and Treasurer of the Seniors Housing Political Action Committee. Prior to joining the Joint Legislative Staff and ASHA, David was Manager of Research and Communications at the National Association for Senior Living Industries (NASLI) where he edited The Dictionary of Terms for Senior Citizens and the Industries That Serve Them, Lifestyles and Values of Older Adults, and Insight: An In-Depth Review of the Industries Serving Seniors (Volumes I and II). David holds a Bachelor of Science degree from the University of Connecticut (Summa Cum Laude, Phi Kappa Phi), and a Master of Science degree from the University of North Texas where he received the Center for Studies in Aging Faculty Award for Academic Excellence. David presently serves on the editorial boards of seven leading seniors housing and long-term care publications and co-authored HDR Affordable Seniors Housing Handbook 1999, a book on affordable seniors housing published in 1998 by the West Group.
Jayne B. Somes-Schloesser is Vice President of Operations with principal responsibility for NMHC's internal operations. Jayne has over 18 years of business management experience including budgeting, human resource management, information systems, and meeting planning. Prior to joining NMHC, Jayne was the Director of Operations and Quality Improvement at the Electronic Industries Association. She holds a Bachelor of Science degree from The University of Mary and a Master of Arts degree from The George Washington University. Jayne is certified as a Professional in Human Resources.
Doris D. Collins is Director of Membership with lead responsibility for member relations and maintenance of the NMHC membership and dues database. Prior to joining NMHC, she worked as a legal secretary for the Washington, DC, law firm of Washington, Perito & Dubuc. Her previous experience includes four years with the United States Air Force, where she achieved the rank of Staff Sergeant and was awarded an Air Force Commendation Medal, was selected Airman of the Month, and received the Administrative Specialist of the Year Award. Doris received a Certified Medical Assistant certificate from the Colorado College of Medical and Dental Assistants and is currently enrolled in the Business and Management School at the University of Maryland.
Carol M. Starr is Director of Accounting with principal responsibility for all accounting functions including the annual budget, cash management, internal financial reporting, tax returns, payroll, cash disbursements and the supervision of all accounting activities. Prior to joining NMHC Carol ran her own CPA practice serving clients in the education, communications, environmental health consulting and retail sales industries. Prior to having her own practice, Carol held various tax and financial management positions in public accounting and private industry. Her previous non-profit experience included working for the public television station in the Washington, DC area as a Controller responsible for production budgets for various television programs. Carol is a Certified Public Accountant and received her Bachelor of Science degree in Business Administration from Georgetown University.
Julie S. Whitehead is Director of Seniors Housing with primary responsibility for assisting the Executive Director of the American Seniors Housing Association (ASHA) in coordinating a variety of activities related to ASHA membership, meetings, research, and government affairs. Prior to joining NMHC/ASHA, Julie served as the Conference Director and Administrator for the National Investment Conference for the Senior Living and Long Term Care Industries. Other experience in the senior living and long-term care industries includes conference planning, exhibits sales and management, and membership promotion for the National Association for Senior Living Industries. She holds a Bachelor of Science degree from the University of Maryland.
Carole A. Aikman is Executive Assistant to the President with responsibility for executive administrative support to the President and the Vice President of Operations. Carole also serves as the Custodian of Records for, and manages the reporting requirements of, the Federal Election Commission. Prior to joining the staff, she managed the Washington government affairs office of the Chicago-based law firm, Coffield Ungaretti & Harris. Carole's government experience includes work at the Office of Management and Budget, the National Endowment for the Arts, and the Department of Labor.
Jennifer M. Angebranndt is Meetings Manager with primary responsibility for planning and overseeing all NMHC and ASHA meetings. Jennifer has more than six years of meeting and trade show management experience. Prior to joining NMHC, she was the Meetings Manager and subsequently the Trade Show and Education Forum Manager of the Health Industry Distributors Association. She holds a Bachelor of Arts degree from Louisiana State University.
Deborah D. Lee is Operations Manager, with responsibility for managing the copy center and receptionist. Prior to joining NMHC, Deborah was employed with CTA INCORPORATED, where she served as a Senior Administrative Assistant to the Program Manager on-site at the headquarters of the Federal Bureau of Investigation in Washington, DC. Deborah also worked as an Assistant Director of an early education center, with responsibility for feasibility studies for the acquisition of real estate to be used primarily for the establishment of early childhood education centers. She received an Associate of Arts degree from the State University of New York at New Paltz.
Joseph (Joe) F. McCahill is Research Analyst with responsibility for assisting NMHC's Vice President of Research and Chief Economist in apartment industry analysis. Prior to joining NMHC, Joe worked as a research assistant at The George Washington University conducting demographic research and statistical analysis. Joe received a Bachelor of Arts degree from The George Washington University.
Ken Preede is Seniors Policy Analyst with responsibility for research and legislative and regulatory tracking of issues of importance to the seniors housing industry. Prior to joining NMHC and ASHA, Ken was Assistant Director of Advocacy Programs of the Alzheimer's Association, where he provided technical, organizational and planning assistance on specific issue campaigns. He received a Bachelor of Arts degree in Political Science from Drew University in Madison, NJ.
Michele L. Rowland is Web Development Manager with responsibility for managing the NMHC and ASHA Web sites. Her most recent experience with NMHC was as Legislative Manager and Administrator of the Apartment Industry Mobilization Service (AIMS), the apartment industry's central legislative information and alert system. Prior to joining NMHC, Michele was employed by PM Consulting, where she worked as office manager. Michele also worked on the personal staff of U.S. Representative Duncan Hunter as both a legislative correspondent and staff assistant. She received a Bachelor of Arts degree (magna cum laude) in political science from Bloomsburg University.
Shari L. Solomon is Legislative Analyst with primary responsibility for special projects for environmental issues of the Joint Legislative Staff. Shari received a Juris Doctorate degree from The Catholic University of America and her Bachelor of Arts degree in Political Science from the University of Florida.
Eric P. Stine is Legislative Analyst with primary responsibility for legislative tracking and special projects for the Joint Legislative Program. Eric's previous work experience includes legal research, real estate settlements, and antitrust and real estate litigation. Eric holds a Bachelor of Arts degree in Political Science from Northwestern University and a Juris Doctorate from Boston University Law School.
N. Diane Balsley is Legislative Administrator with responsibility for administrative support of the Joint Legislative Staff. Diane is also the Administrator of the Apartment Industry Mobilization Service (AIMS), the apartment industry's central legislative information and alert system. Prior to joining NMHC, Diane was employed by Geraghty & Miller, Inc. as an Executive Secretary. Diane holds an Associate of Arts degree from Anne Arundel Community College.
Karen R. Garland is Legislative Assistant with responsibility for providing legislative administrative support to the Joint Legislative Staff. Prior to joining the Council, Karen worked at Ernst & Young as an Executive Assistant in the Audit Group. Karen holds a Bachelor of Arts degree in English from George Mason University.
Pamela E. Gilmore is Accounting Administrator with responsibility for cash disbursements, cash receipts and general accounting support. Her most recent experience was as the Executive Assistant to NMHC's President. Prior to joining the Council, Pam was a legal assistant in a personal injury law firm and served on the support staff in a Washington, DC real estate industry association. Pamela has also had managerial responsibilities in retailing and has done volunteer work in mental health for homeless women and in education for exceptional children. She received a Bachelor of Arts degree from William Paterson College with a major in psychology.
Doris J. Kerr is Membership and Meetings Administrator responsible for administrative membership support. Prior to joining NMHC, she was a Regional Coordinator in the membership department of The Advisory Board Company, a for-profit research association. She received a Bachelor of Arts degree from the University of Nevada, Las Vegas with a major in communications.
La Fayette Flowers is Administrative Associate with responsibility for copying, faxing, mailings, and other administrative duties. Prior to joining NMHC, La Fayette was employed by Pitney Bowes Management Services as a site representative. La Fayette has also worked as an intern at the United States Department of Energy where he received a superior achievement award for developing a classification system for the Defense Nuclear Facility Safety Board.
Alonzo L. Graham is Administrative Associate with responsibility for general administrative duties. Alonzo's previous work experience includes three years in the United States Navy as an engineering maintenance technician. He was also a correctional officer in the District of Columbia and an office services and mail clerk at ABC News.
LeVoniann (Toni) Sampson is Receptionist with responsibility for answering the main telephone system and greeting visitors. Her previous experience includes more than 25 years with Bell Atlantic and AT&T as a customer service assistant and instructor, and serving as a receptionist with a major Washington, DC, law firm.
