Allen Questrom has been named chairman and CEO of Dallas-based J.C. Penney Co. Inc. Questrom replaces James Oesterreicher who is retiring. Questrom will oversee the company's day-to-day operations and finances. A 30-year retail veteran, Questrom joins J.C. Penney from New-York-based Barney's New York Inc., where he was chairman and CEO. Prior to joining Barney's, Questrom spent more than 30 years at Cincinnati-based Federated Department Stores Inc., where his accomplishments included successfully negotiating the acquisition and integration of R.H. Macy & Co. and the Broadway Stores.
