You didn't mention places in the west. What do you have on Denver and others on the west coast?

In general, cities on the West Coast didn't experience the same meteoric increases in investment sales volumes, though they still performed well. Sales in Denver rose 26 percent, to more than $4 billion. Sales in Seattle went up 85 percent compared to last year, reaching over $12 billion. In San Diego, investment sales volume increases 23 percent, to $4.5 billion. Etc.

What quantifier was used to determine these markets as "smaller"?

They were smaller cities/markets than the ones that attracted the highest total volumes of investment sales, including New York City and Los Angeles. They are also often considered to be secondary rather than primary markets.
