Atlanta-based Wakefield Beasley & Associates Architects, Inc. will design the Pavilion at Oceanside, an 880,000-square-foot lifestyle/power center in Oceanside, Calif. Thomas Enterprises, Inc. is the developer of the property. Construction on the project will start later this year.

Blake Hunt Ventures broke ground for the Rose Garden, a mixed-use lifestyle center in Danville, Calif. The project will feature 42,750 square feet of specialty retail, 10,000 square feet of office space and 56 residential units. Completion is scheduled for fall 2007.

The Staubach Company hired Russ Westlake as senior vice president and managing principal of its Memphis, Tenn. office. Prior to joining Staubach, Westlake served as executive vice president with the Weston Cos.

Spokane, Wash. — based Centennial Properties appointed Robert L. Smith as vice president and chief operating officer. Previously, Smith served as general manager of River Park Square and development director of West 809, two revitalization projects in Spokane's urban core.

Barnegat, N.J. — based Walters Group received site plan approval for the 269,000-square-foot retail component of Stafford Park, its mixed-use redevelopment project in Stafford Business Park. In addition to retail, plans for the site include 25,000 square feet of office space, 565 age-restricted homes, 112 affordable apartments and a 66,000-square-foot ice skating rink.

Primestor Development held the grand opening for Village Square, an 81,000-square-foot fashion- and food-oriented shopping center in Bell Gardens, Calif. The project is valued at $13.5 million.

LANE4 Property Group and R.H. Johnson Co. began construction on the Shoppes at Market Pointe, a 500,000-square-foot power center in Papillion, Neb. The center is scheduled to open in fall 2006.

Archon Group, L.P. acquired a 41-acre land site in Richmond, Va. for the development of a 250,000-square-foot mixed-use project. The site is currently zoned for 10 acres of retail space, 25 acres of office space and five acres of assisted living facilities. The project is scheduled for completion in late 2008.

Collier Enterprises appointed Eleanor W. Taft as vice president and general counsel. Prior to joining Collier, Taft served as regional real estate counsel with the Ryland Group, Inc.

Leggat McCall Properties hired Robert Palumbo as vice president and senior project manager. Palumbo has more than 30 years of experience in real estate. Prior to joining Leggat McCall, he was vice president of development with Beacon Capital Partners.

Chelsea Property Group, a division of Simon Property Group, Inc., broke ground on Philadelphia Premium Outlets, a 430,000-square-foot fashion-oriented manufacturers' outlet center in Limerick, Pa. The property will house more than 110 stores.

Pine Tree Commercial Realty, LLC promoted Tim Roe to president. For the past 11 years, Roe served as executive vice president of the company.

IBEX Construction began Phase One of construction for the new 144,000-square-foot Nordstrom store at the Natick Mall in Natick, Mass. The store will be the first Nordstrom in the Massachusetts area. Completion is slated for September 2007.

Federated Department Stores, Inc. appointed Mark S. Cosby as senior vice president of property development. Cosby will oversee store design and construction, energy services, real estate and licensed operations. Prior to joining Federated, Cosby served as president of full-line stores at Sears Roebuck & Co.

Fremont Investment & Loan hired Robert Ten Eyck as vice president of its commercial real estate division. Prior to joining Fremont, Ten Eyck served as senior project manager with McCarthy Building Companies.

Grubb Properties partnered with CASTO Lifestyle Properties to accelerate the build-out and leasing of the first development phase of Morrison, a 24-acre mixed-use neighborhood in Charlotte, N.C. The first phase of the project will include 86,500 square feet of street-level retail, 37 condominiums and 294 apartments.

The Mitchell Company plans to open the Legacy Village at Springhill, an 82,000-square-foot retail center in Mobile, Ala., in early November. The property is 65 percent leased.

The Sembler Company promoted Dawn Ladd to vice president of marketing. Ladd previously served as director of marketing.
