SHORT SKIRTS, HIGH HOPES

The economy is bound to improve, if Taubman Centers' annual hemline survey is any indication. Based on the quirky theory that hemlines go up when the economy improves, the survey asked 1,000 shoppers nationwide how short their skirts would be this spring. Nearly half said their hemlines will rise above the knee, an portend of recovery according to Taubman.
